The Woodhaven Road/PA 63 Project is complex, and requires the development and review of multiple project alternatives. These alternatives must be closely examined to determine which best satisfies the Project Needs, balanced against the least possible impact to the area's economic, historic and environmental resources.As documented in the Draft Environmental Impact Statement (DEIS) four alternatives -- Bustleton Avenue, Bustleton Avenue Modified, Byberry Road Upgrade, and Woodhaven Extension -- met the project needs and were carried forward for further analysis. These alternatives, along with the No Build Alternative, were fully described and evaluated in the DEIS.
The DEIS also documents many alternatives that were developed and evaluated, but dropped from further consideration because they did not meet the project needs or because the impacts were too severe. The Route 1 Build Alternative -- an alternative submitted by a local citizens group -- was evaluated and dismissed in the DEIS.
Based on public comments at the Public Hearing in June 2003, The Route 1 Build Alternative was re-opened for further evaluation. PennDOT also created the Reduced Impact Alternative. Both of these alternatives, along with the five featured in the DEIS, are still being considered. Eventually, the option that best satisfies the project needs with the least impact to the region's vital resources will be the selected alternative.
The Federal Highway Administration (FHWA), in compliance with National Environmental Policy Act (NEPA) regulations, has defined procedures to best determine how those alternatives were developed. The Woodhaven Road Project will continue to undergo rigorous environmental and engineering analysis in accordance with those procedures to further define these particular alternatives.
