This alternative extends Woodhaven Road from its present terminus at Evans Street. Woodhaven Road would be a four-lane roadway to a grade-separated interchange at Bustleton Avenue, and two lanes continue under Bustleton Avenue to a new at grade intersection with Philmont Avenue.

Features of this alternative include:

• Constructing eastbound on- and off-ramps at Evans Street;
  
• Constructing a new bridge that spans the existing CSX railroad tracks and realigns Byberry Road;
  
• Constructing a new bridge over CSX railroad tracks south of the expressway that connects an extended Northeast Boulevard with the eastern portion of Byberry Road
  
• Constructing a westbound off-ramp and an eastbound on-ramp at Woodhaven Road/Bustleton Avenue;
  
• Constructing an at-grade intersection with a jughandle at Woodhaven Road/Philmont Avenue;
  
• Widening Byberry Road to three lanes from Bustleton Avenue to Philmont Avenue and four lanes from Philmont Avenue to Pine Road; and
  
• Improving the Buck Road/Byberry Road intersection.
