| Under the No Build Alternative, all Woodhaven Expressway traffic will use Byberry Road. As a result, local and regional traffic are mixed and the roadway system does not efficiently collect and distribute the traffic. Under the Byberry Road Upgrade Alternative, the need to improve traffic collection and distribution is partially addressed, as regional traffic would be expected to stay on the main streets due to reductions in congestion and delay, but regional and local traffic would remain mixed on Byberry Road. Under the Woodhaven Extension Alternative and the Bustleton Avenue Alternative Modified, traffic volumes are efficiently collected and distributed. Regional traffic is expected to remain on the Woodhaven Extension, while local traffic would utilize Byberry Road and Bustleton Avenue. Projected volumes on the Woodhaven Extension (east of Bustleton Avenue) are comparable to those on Byberry Road under the design year (2026) No Build Alternative conditions. However, as a four-lane limited access facility, the Woodhaven Extension would be designed to accommodate this traffic. Under the Bustleton Avenue Alternative, east-west regional and local traffic volumes are mostly separated as far as Bustleton Avenue. Regional traffic would primarily use the Woodhaven Extension while a combination of regional and local traffic would use Byberry Road. Regional traffic traveling to locations west of Bustleton Avenue would use Bustleton Avenue and County Line Road, or Byberry Road and Huntingdon Pike. Of the five proposed alternatives, the Woodhaven Extension Alternative and Bustleton Avenue Alternative Modified would be expected to remove regional traffic from Byberry Road between Philmont Avenue and Evans Street. Therefore, both of these alternatives best satisfy the Project Needs for improving traffic collection and distribution. |
