Details of the Analysis

Based on continued requests by both the public and local leaders, PennDOT performed a second, more detailed analysis on the Route 1 Build Alternative. In fact, in an effort to fully explore all methods of design and operation of the Tri-County Coalition's transportation proposal, two (2) versions of the Route 1 Build Alternative were examined, including:
  • The December 3, 2003 submission as proposed by the Tri-County Coalition; and
  • A modified version that incorporated refinements to the proposed design in order to alleviate several substandard design elements.

PennDOT made design modifications to The Route 1 Build Alternative in order to alleviate several substandard design elements, such as insufficient weave length on Route 1 and the geometry of the eastbound ramp from Byberry Road to the existing Woodhaven Expressway that does not meet specifications.

During these analyses, every reasonable effort was made to maintain the intent and scope of the Tri-County Coalitionšs alternative, while adhering to current highway design criteria. Studies were performed on the Route 1 Build Alternative to the same level of detail as those reported for the DEIS alternatives.
