Large federally-funded transportation improvement projects require a comprehensive planning process that considers environmental, cultural and socioeconomic impacts, and the Woodhaven Road Project is no exception. The National Environmental Policy Act of 1969 (NEPA) mandates that these impacts, as well as any preliminary transportation alternatives studied, are documented in an Environmental Impact Statement (EIS).
As PENNDOT develops preliminary improvement alternatives for the Woodhaven Road Project, it will assess the impacts of each alternative based on the following critical features:
Both direct and indirect impacts on land use will be determined based on the design of the transportation alternatives. Direct impacts involve the land within the designated corridor to be used for transportation purposes. Indirect impacts include modifications to certain areas that may induce or reduce residential and business growth.
In addition, Presidential Executive Order 12898 for Environmental Justice requires that particular attention be paid to underserved groups such as the elderly, handicapped, low income and minority groups. As a result, an analysis for these groups will be conducted for all alternatives studied for the Woodhaven Road Project.
