The original Woodhaven Road/PA 63 Expressway, which carries over 50,000 vehicles per day, has been in operation since 1966. Although it serves an important east-west link to motorists in Northeast Philadelphia, the existing portion of the expressway was not designed to end at Evans Street. Without the construction of the final stage of the expressway, Byberry Road has become the main east-west roadway through the project area. Byberry Road's limitations have resulted in severe traffic congestion and delay during heavy traffic periods, such as commuting hours.
An analysis of travel conditions in the corridor was conducted as part of the Woodhaven Road Environmental Impact Study. The studies confirmed that Byberry Road cannot adequately collect and distribute traffic to and from the Woodhaven Road/PA 63 Expressway. It also determined that large-scale improvements are needed to address existing problems if relieving traffic congestion is the primary goal.
The improvements that have historically been proposed for this project are part of the comprehensive transportation plan for the area in and around Northeast Philadelphia, Lower Southampton in Bucks County, and Lower Moreland Township in Montgomery County. The project would create an improvement that provides a transition between the six-lane, limited-access Woodhaven Road/PA 63 Expressway and the roadway to which it would be connected.
