Results of the Analysis

In order to comply with PennDOT's design manual requirements to construct a new ramp from eastbound Byberry Road to the eastbound Woodhaven Expressway, Byberry Road would need to be widened between Route 1 and Worthington Road, requiring six total property acquisitions from businesses along Byberry Road.

In addition, general intersection improvements proposed by the Tri-County Coalition (signal upgrades and turning lanes only) would require an additional 25 partial residential and 47 commercial/industrial partial property acquisitions throughout the study area.

The total estimated cost including construction, utility relocations and engineering is estimated to be $40 million.

The following text describes the results of the Project Needs analysis for the proposed Route 1 Build Alternative:
  • The Byberry Road bridge over the CSX-Trenton Line tracks is Structurally Deficient

    Under the Route 1 Build Alternative, the bridge on Byberry Road over the CSX tracks would be replaced and widened, thereby satisfying the Project Need of replacing the structurally deficient bridge. However, the Tri-County Coalition specifies that the weight restriction would remain. It should be noted that for the Woodhaven Road Project, the bridge must be designed in accordance with current PennDOT Design Manual and Bridge Design Specification. The completed structure, therefore, would be designed to support all vehicular traffic.

  • Vehicular congestion and delay impedes travel in the project area

    Under the Route 1 Build Alternative, vehicular congestion and delay would be reduced and travel in the project area would be slightly improved over No Build conditions.

    However, the length of the delays at intersections would still remain well above acceptable levels, and 10 study area intersections would have failing levels of service. As a result, the Route 1 Build Alternative does not adequately address the need to improve vehicular congestion and delay.

  • Traffic and Pedestrian Safety

    Emergency service providers currently experience delay due to traffic congestion in the study area. Delay in response time was reported for vehicles trying to reach emergencies both within and outside of the study area. Due to poor levels of service and long queues at major intersections, response time for the Route 1 Build Alternative is not improved. As a result, the Route 1 Build Alternative does not fully address the need of traffic and pedestrian safety.

  • Traffic Collection and Distribution

    Local and regional traffic currently share roadways when traveling east and west through the study area because of the limited number of crossings of the CSX-Trenton Line tracks. Improvements are needed for the collection and distribution of traffic to transition between the six-lane, limited-access highway and the free-access local roadways.

    Under the Route 1 Build Alternative, Byberry Road between Route 1 and Bustleton Avenue would provide the capacity to collect the traffic that should be using this roadway, however, it would not distribute regional and local traffic as both are using the same roadway.


As a result, the Route 1 Build Alternative fully meets one (1) project need (replacing the Byberry Road bridge over the CSX railroad tracks), and partially meets another project need (improves traffic collection in the study area, but not distribution). Therefore, the Route 1 Build Alternative meets 1 1/2 of the four (4) project needs.
