Public comment was in support of a project to manage the Woodhaven Expressway traffic and relieve congestion, but with a scaled back alternative. After further discussion with local planning officials, PennDOT re-examined the Bustleton Avenue Alternative Modified to accommodate requests for these less invasive improvements. The result of this continued coordination led to the development of the Reduced Impact Alternative.
The Reduced Impact Alternative is a compromise alternative that balances the project needs with the resources, infrastructure, traffic operations, and the stated public desire for a reduced approach. This plan is consistent with FHWA's context sensitive solutions (CSS) initiative, a proactive approach to transportation planning, design and implementation that balances safety, mobility, and transportation needs, while preserving scenic, aesthetic, historic, cultural, environmental and community values.
CSS uses a collaborative approach to produce a design that reflects the values and plans of the community and fits the project location. The project team recognizes that transportation related decisions have broad ramifications on community development.
