The Route 1 Build Alternative was first presented to PennDOT by the Tri-County Coalition in a memo dated March 17, 2003 as an alternative to the proposed build alternatives. It was initially analyzed to the same level as the other preliminary alternatives, as described in the Preliminary Analysis section of the DEIS, and was dismissed from further evaluation because it did not meet the projectıs stated needs.
However, during the DEIS circulation and comments period, as well as in December 2003, the Tri-County Coalition submitted revised versions of the Route 1 Build Alternative. The latest version of this alternative, as revised by the Tri-County Coalition, is still under consideration and includes the following design elements:
- Evans Street would be closed.
- The southwest portion of the Route 1 cloverleaf would be removed.
- A new on ramp would connect southbound US 1 traffic to eastbound Woodhaven Road.
- Byberry Road would be widened at Route 1 if needed.
- Route 1 south would be the last exit for all vehicles on the Woodhaven Expressway (except for vehicles heading to the industrial park behind the expressway terminus).
- One lane would be added to all proposed new and existing exit and entrance ramps to and from the Route 1 cloverleaf.
- Intersections in the project area would be analyzed to determine necessary improvements.
- A new entrance ramp/overpass would be constructed to provide vehicle access from Byberry Road to Woodhaven Expressway east.
- On-street parking and bicycle lanes on Byberry Road would be removed between Bustleton Avenue and Evans Street. Bicycle lanes would be relocated to the PennDOT right-of-way.
- The CSX Bridge would be widened to four lanes while maintaining the weight restriction.
