This alternative extends the Woodhaven Expressway from its present terminus at Evans Street, spans the existing CSX railroad tracks, and continues as a four-lane highway near the Westwood neighborhood to a grade-separated interchange at the Philmont Avenue and Byberry Road intersection.

Features of this alternative include:

• Providing eastbound off- and on-ramps at Evans Street for the Woodhaven Expressway;
  
• Constructing a grade-separated interchange at the Woodhaven Extension and Bustleton Avenue;
  
• Constructing a grade-separated interchange at Byberry Road and Philmont Avenue;
  
• Constructing a new bridge that spans the existing CSX railroad tracks and realigns Byberry Road;
  
• Widening Byberry Road to five lanes between Philmont Avenue to Pine Road; and
  
• Widening Byberry Road to four lanes from Pine Road to Huntingdon Pike.
